Why do females wear tops that barely reach their waists and then spend the whole day pulling them down?

good question, i have wondered that myself.. that maybe because of a number of things; one of them might be - girls WANT to wear short sexy stuff but don't want UNWANTED stares from rowdy uneducated men (looks from good-looking and attractive guys are welcome ofcourse)

Its like how guys wear sun-glasses and thousand times they pull it and place it on head or remove it and wear it again...same concept buddy ;)
